Special assessment amounts for single-family residential properties are a per parcel unit rate that varies based on the type of improvement and type of property. The rates approved by the City Council for projects assessed in 2026 are below. Single family attached properties include townhomes, condos, etc. A property may be assessed for more than one unit in cases where the property could reasonably be further subdivided.

Special assessments for non-single-family properties, such as commercial, industrial, multi-family (apartments) etc., vary based on the type of improvement and the property. Assessments for these properties are typically determined based on front footage, area, or a combination of the two.

Properties not abutting roadways improved by a public improvement project but whose primary public street access is from said roadway are subject to assessment, including private roadways.

Project-specific special assessment information will be provided to affected property owners prior to City Council approval of the special assessment. A notice will also be provided to affected property owners following approval of the special assessment.

Several options, detailed below, are available to offer flexibility in paying for a special assessment for a project assessed in 2026. Special assessments collected via installments on property taxes include interest over a term that varies based on the amount of the assessment.

Payment Options

• Option 1: Full Payment
  • Payment to the city must be received no later than 4:30 pm on October 31, 2026.
• Option 2: Installments Assessed to Property Tax
  • Principal amount will be assessed to your Hennepin County property tax equally over the terms of the assessment.
  • Interest will accrue from November 1, 2026, until December 31, 2027, and each year thereafter.
  • The full, unpaid, remaining balance can be paid to the city at any time.
  • This option will be automatically selected if no payment is received by 4:30 pm on October 31, 2026.
• Option 3: Partial Payment
  • Prepay any amount to the city no later than 4:30 pm on October 31, 2026.
  • Partial payment reduces the amount of interest paid.
  • The remaining balance follows the terms outlined in Option 2 as annual installments to property tax.

• 5-years at 3.00% interest for assessments under $5,000
• 10-years at 3.00% interest for assessments between $5,000 and $10,000
• 15-years at 3.00% interest for assessments over $10,000
