Public Improvement Special Assessments

The City Council has adopted a Public Improvement Special Assessment Policy that assesses benefiting property owners a portion of the cost of some public improvement projects. Projects that typically include a special assessment are street improvement projects, such as street reconstruction, full-depth reclamation, and mill and overlay. More information regarding special assessments is below. Residents may also view the Policy (PDF). 

Future anticipated projects are identified in the city’s 10-year Capital Improvement Plan (CIP). An interactive map showing the location of public works projects included in the CIP is available on the CIP Dashboard. The CIP is a planning level document, and the scope and timing of projects may change.

How to Pay

Special assessments may be paid for by mail or in person at the address below:

Do not mail cash. Include the payment coupon included with the notice provided after approval of the special assessment.  

Residents may also pay for a special assessment online by credit card at the Special Assessments webpage.

Deferral of Special Assessments

The City Council has adopted a Policy for Special Assessment Deferment that allows for levied special assessments to be deferred for qualifying properties under specific criteria. For more information you can view the Policy (PDF) and Application for Deferral of Special Assessments (PDF).
