Mill and overlay projects are used to restore pavement condition, per the city's pavement management program. Based on biannual street ratings, certain areas in the city are scheduled for mill and overlay projects in the city’s five-year Capital Improvement Program.
A mill and overlay involves milling a portion of the street and applying a new layer of asphalt pavement over the entire roadway. The also city performs preventative maintenance to the infrastructure in the area the year prior to the mill and overlay, as scheduled in the CIP. Preventative maintenance repairs are not assessed to residents.
Preventative maintenance includes:
- Replacement of water main valves in poor condition
- Repairs to catch basins
- Installation of infiltration and inflow barriers to sanitary sewer manholes
- Installation of concrete pedestrian ramps, as necessary, in accordance with the Americans with Disabilities Act (ADA)
- Replacement of a minimal amount of concrete curb and gutter, when the concrete is in extremely poor condition
