General Information for Applicants

Prior to filing of a formal development application, potential applicants may request to meet with City staff to discuss the project, review plans and provide informal comments. The following pre-application meeting checklist provides a high-level overview of the development application process and what submittal requirements can be expected. 

Depending on the scope of the project, additional resources for developers may be available. Contact the Planning Division for guidance.

Review and Approval Process - Community & Economic Development

  1. Submittal Requirements

      1. Note: Preliminary Plat builds to the Final Plat
  2. Deadlines
    1. Rolling acceptance of applications, approximately 6 weeks prior to the next Planning Commission meeting
    2. Planning Commission held on 1st and 3rd Wednesdays of the month
    3. City Council held on 2nd and 4th Tuesdays of the month

    1. Development application must be approved by City first. Can process concurrently with initial review.

    2. NPDES (MPCA Construction Stormwater)
    3. Water Supply (MDH)

    1.  Development Contract or SIPA (subject to change)

    3. Financial Guarantees/Letters of Credit (note auto-renewal clause)

Construction Administration Process - Engineering
