The City of Plymouth is developing a vision for potential redevelopment near I-494 and Highway 55 through a small area plan study. The city contracted with TKDA to assist in establishing a small area plan for the southeast quadrant of the Highway 55 and I-494 interchange, a key gateway into the community.

Design Framework:

Improve active transportation opportunities with connections to planned pedestrian, bike, and bus rapid transit (BRT) networks
Create residential density that aligns with average highway BRT recommendations (minimum 20 units per acre)
Implement placemaking design principles to enhance streetscapes and greenspaces
Spur redevelopment and reinvestment to meet short-term and long-term city goals

Open House: November 18, 2025

On November 18, 2025, the public was invited to an open house information session at Plymouth City Hall to learn about the project and provide input on the preliminary design concepts. The open house is an opportunity for Plymouth residents and business owners to provide feedback around what the land could look like in the future. A presentation was given, followed with time for questions and answers. With the input received from those who attend the open house or provide written comments to Planning staff, TKDA will prepare a refined version of the preferred concept plan. Background Information

Site History

The southeast quadrant of the I-494 and Highway 55 intersection is currently comprised of five highway-oriented commercial properties, built up largely between 1975 and 1989. The study area is bounded by I-494 to the west, Highway 55 to the north, Xenium Lane to the east, and 26th Avenue to the south.

On June 10, 2025, the City Council participated in a visioning exercise facilitated by TKDA to explore opportunities for redevelopment in the study area. This session allowed council members to provide input on the desired character, land uses, connectivity, and development intensity for the area. The feedback collected from this workshop has informed the creation of three preliminary concept sketches, which were presented to the public at the November 18, 2025, open house information session.

Building Demolished to Help Facilitate Redevelopment

The City of Plymouth acquired the Red Roof Inn property in early 2025 as part of its long-term strategic vision to spur redevelopment and revitalization in the area. The building was demolished in July 2025.
