The Plymouth Housing and Redevelopment Authority will accept online applications for the Bring it Home Rental Assistance Program 8 a.m. Tuesday, Feb. 17 through 8 p.m. Wednesday, Feb. 18. 

Bring it Home is a new rental assistance program funded through Minnesota Housing to create rental assistance for low-income families in Minnesota. Using a Plymouth HRA Bring it Home voucher, a tenant will pay roughly 30% of their monthly income toward rent for a unit in Plymouth.

Plymouth HRA Bring it Home vouchers must remain in Plymouth and are not valid at any other housing authority or jurisdiction. 

Who May Apply

To be eligible for the program, applicants must be Minnesota residents who:

• Have a household income at or below the income limit for their household size (see table below)
• Currently pay more than 30% of their current monthly income toward rent
• Are not currently receiving rental assistance under the Housing Choice Voucher program
• Are not currently in a unit that receives Project-Based assistance

What We Ask For

Applicants must supply an email address plus names, Social Security numbers, birthdates, and income information for every person in the household. 

When to Apply

• The waitlist opens: 8 a.m. Tuesday, Feb. 17, 2026
• The waitlist closes: 8 p.m. Wednesday, Feb. 18, 2026

Applications must be submitted online at waitlistcheck.com/MN3067 (applicants will need to make an account).

Paper applications will not be available nor accepted, and the Plymouth HRA will not be available by telephone to assist with the application process.

Selection

After the application window closes, 200 applications will be chosen by lottery and assigned to the waitlist. Those 200 applicants will be notified via letter that they have been placed on the waitlist.

Lottery Results

Beginning Sunday, March 15, applicants may also log into their account at waitlistcheck.com to see if they were selected for the waitlist. Those marked “active” are those on the waitlist, and those marked “inactive” were not chosen through the lottery.

Reasonable Accomodation

It is the policy of Plymouth HRA to provide reasonable accommodation to persons with disabilities so they can participate equally in its housing program. Those with annual gross household income is at or below these limits may qualify for assitance.

Applicants for housing programs (Emergency Repair Program for Seniors, First-Time Homebuyer, Home Rehabilitation Program) must have total household incomes of 80% or less of the area median income, adjusted by household size as determined by HUD to qualify.

Background

The City of Plymouth is a recipient and administrator of Community Development Block Grant funding, which is allocated by the U.S. Department of Housing and Urban Development. CDBG funding allows the City of Plymouth to award dollars toward programs and organizations that support social services, emergency repairs, energy efficiency, housing rehabilitation, first-time homebuyer, and other programs that support affordable housing.

Background 

Since 2024, the City of Plymouth has been a recipient of Minnesota's Local Affordable Housing Aid, or LAHA funding.

Certification

As a condition of receiving housing aid funds from the State of Minnesota, the City of Plymouth must commit to using housing aid funds to supplement, not supplant, existing locally funded housing expenditures, so that the City of Plymouth is using the funds to create new or to expand existing housing programs. Between 2023 and 2024, the City of Plymouth reduced its expenditure on CEE Home Energy Squad visits by $930. The reason this expenditure was reduced is that fewer households participated in the HES program in 2024 than in 2023.

While the number of households utilizing the program can vary year-to-year, the HRA subsidized Home Energy Squad services remain popular among Plymouth residents. Learn more and apply for HES services.

The City of Plymouth recognizes the need to provide affordable housing for a broad range of income levels to maintain a diverse population and attract residents to live or work in the city.

The city adopted the Inclusionary Housing Policy to ensure that a reasonable proportion of each new residential development receiving city financial assistance include units affordable to low- and moderate-income households.

2023 Consolidated Annual Performance and Evaluation Report

The Plymouth Housing and Redevelopment Authority (HRA) Draft 2023 Consolidated Annual Performance and Evaluation Report (CAPER) was submitted to the U.S. Department of Housing and Urban Development (HUD) in September 2024. Contact Housing Division staff to view the 2023 CAPER.

The CAPER reports on Plymouth’s Community Development Block Grant (CDBG) program activities during the period July 1, 2023 through June 30, 2024. CDBG funds are used for housing, community development, and public service activities that principally benefit low and moderate income persons. 

Fair Housing Implementation Council Update

The Fair Housing Implementation Council (FHIC) has released a report of the 2021 Regional Analysis of Impediments to Fair Housing Choice (AI). Please contact Housing Division staff to view the report.

The City of Plymouth partners with Homes Within Reach, a non-profit organization that works to create affordable homeownership opportunities for families earning less than 80% of the area median income. 

HWR acquires, remodels, and sells properties through a Community Land Trust that allows qualified clients to purchase a home and lease the land at a nominal fee. 

The practice also reduces mortgage, down payment and closing costs. This allows families to purchase a home, retain it for generations, and work in or near their communities more easily. Those looking to sell a property are encouraged to consider selling it to HWR. For buyers, HWR may be an option to purchase an affordable home in Plymouth.
