Spring 2025 Stormwater Improvement Project
The city is working to improve stormwater runoff quality and reduce phosphorous loading on Northwood Lake in New Hope from existing runoff that comes from upstream properties to the north and flows through the Four Seasons site. The city received a grant from the watershed district to complete this stormwater improvement project.
Building Demolished to Help Facilitate Redevelopment
In an effort to spur development after the former mall building sat vacant for more than a decade, the City of Plymouth purchased the site in June 2021. The site was purchased with Transit Fund reserves, as redevelopment of the site may include a Plymouth Metrolink park-and-ride. The building and parking lot were demolished in late-2022/early 2023.
Site History
Built in 1978, usage of the mall gradually declined in the 2000s. As the number of tenants dwindled, the property was purchased by Walmart Inc. in 2010. Walmart ultimately decided not to develop the site into a large retail store.
The former Four Seasons Mall building was constructed on pilings due to poor soil conditions and a shallow water table/nearby wetlands. While the site has challenges, the City of Plymouth is working to identify tools and resources to help mitigate existing issues.
State Grant Assistance with Demolition Costs
The city applied for and received a grant from the Minnesota Department of Employment and Economic Development to assist with demolition costs for the site.
