Current Comprehensive Plan
The comprehensive plan guides community development and public improvements in the city. The plan is comprised of several elements, including land use, housing, transportation, parks, trails and open space, surface water, water supply and sanitary sewer. State law requires that cities update their comprehensive plans every ten years. The Plymouth City Council adopted the current plan on April 14, 2009.
