This application is required to be considered for a city license to haul garbage or recyclable materials in Plymouth, Minnesota. The license is not transferable. The 2026 licensing year will be January 1, 2026, to December 31, 2026. Licenses will expire on January 1, 2027, unless revoked.

Upon completion of this application, required documentation and information, payment of fees and City Council approval, a license and decals for registered vehicles will be issued. 

Each vehicle used by a hauler for the collection or transportation of municipal solid waste (including garbage, recyclable materials, yard waste and other waste) within Plymouth city boundaries shall be identified by a license decal issued by the City of Plymouth for the vehicle for the current license year. Any vehicle not bearing the required decal shall be considered unlicensed.

Collection Requirements

Hauling, of any material, shall be conducted on the collection day that corresponds to the hauling district specified in the figure below. No hauler shall collect on any day other than the day specified for collection in the hauling district, except to collect a missed pickup, a special pickup, when a holiday falls on a collection day within that district, or there is a missed collection due to weather. 

No regular hauling on Saturdays, Sundays, Mondays or Tuesdays in hauling districts. The City of Plymouth prohibits collection and hauling between the hours of 10:00 p.m. and 7:00 a.m.

Reporting Requirements

Completion of annual reporting is required for licensure in the City of Plymouth.  Documentation for license year 2026 will be due by January 22, 2027. 

An online annual reporting form will be sent to licensed haulers at a later date.

License Fee

The license fee is $125.00 for the first vehicle plus $25.00 for each additional vehicle to be licensed.  Make payment:

• Collection calendar for Organics (as applicable)
• List of all vehicles to be registered on this license
• Annual MnDOT safety inspection reports for each vehicle
• $1,000.00 surety bond
• Certificate of General Liability Insurance
• MN Workers’ Compensation copy of permit to self-insure (as applicable)
