Utility Rates - Effective for Services Incurred in 2026

Rate increase for 2026: 8% increase for water and 4% increase for sewer

Water: 

Water rates are volume based.
$6.25 per month base charge, plus:

Residential:
$2.25 per 1,000 gallons up to 12,500 gallons
$2.83 per 1,000 gallons from 12,501 to 35,000 gallons
$4.87 per 1,000 gallons for all usage greater than 35,000 gallons

Commercial/Industrial:
$2.69 per 1,000 gallons 
Water Availability Charge: 
$3.37 per month
Oversized Commercial
Meter Accounts:		 The water usage fee includes a demand charge for metered service sizes larger than one inch.

Demand Charge (based on the size of the meter):
$77.86 – 1 ½” meter
$116.80 – 2” meter
$243.35 – 3” meter
$389.37 – 4” meter
$778.80 – 6” meter
Irrigation:

Residential (separately metered):
$2.83 per 1,000 gallons up to 35,000 gallons
$4.87 per 1,000 gallons for all usage greater than 35,000 gallons

Commercial/Industrial:
$4.27 per 1,000 gallons

Sewer:

$9.70 per month, plus $5.70 per 1,000 gallons
Recycling:

Solid Waste: 
$8.25 per month
Organics: Based on percentage of dwelling units participating
$3.24 to $6.49 per month
Surface Water:

$10.03 per month – Residential
$33.29 per month – Multi-residential, per acre
$71.99 per month – Commercial, per acre

The City of Plymouth accepts cash, checks, credit cards and automatic pay plan for utility payments. Payments are accepted by mail and at Plymouth City Hall, 3400 Plymouth Blvd. – an all-hours drop box is available in front of City Hall. Payments are also accepted online or over the phone with the city’s authorized payment processor, Payment Service Network – visit the main Utility Billing webpage for more payment information.
