PUBLIC IMPROVEMENT AND ASSESSMENT HEARING ON
2026 STREET REHABILITATION PROJECT

Notice is hereby given that the City Council of the City of Plymouth, Minnesota, will meet at the City Council Chambers, Plymouth City Hall, 3400 Plymouth Boulevard, at 7:00 p.m., on Tuesday, March 24, 2026, to consider the improvement of the project area including Zachary Lane between 36th Avenue and Rockford Road, Holly Lane between Old Rockford Road and 160 feet north of 46th Avenue, and the streets south of Schmidt Lake Road, west of Minnesota Lane, north of 44th Avenue, east of Vicksburg Lane, but excluding Niagara Lane. The proposed improvement includes pavement reclamation, pavement mill and overlay, utility repair and improvements, traffic signal improvements, trail replacement, and all necessary appurtenances, and all necessary items pursuant to Minnesota Statutes, §§ 429.011 to 429.111. The purpose of the combined improvement and assessment hearing is to allow affected property owners to review and comment on the nature and merits of undertaking the improvement project, and the assessments proposed to be levied against their property. Adoption by the Council of the proposed assessment may be taken at the hearing.

The estimated cost of such improvement is $2,919,400.00. Such persons as desired to be heard with reference to the above proposed improvement will be heard at this meeting.
The proposed assessment is on file for public inspection at the office of the City Clerk. Written or oral objections will be considered at the hearing. The total amount of the proposed assessment is $559,617.40. The amount proposed to be assessed to individual properties and a description of the methodology for that assessment will be available at the hearing and the amount of the proposed assessment for individual properties will be mailed to owners of those particular lots, pieces or parcels of land prior to the hearing.
Following the hearing, the Council will decide whether to undertake the project as proposed or modified, and whether any adjustments in the assessment roll are necessary and will, by resolution, order the improvement and adopt the roll. The first installment will appear on the 2027 tax statement and shall include interest at the rate of 3.0% per year for a 5 year assessment period, 3.0% for a 10 year term, or 3.0% for a 15 year term per annum from November 1, 2027, until December 31, 2027. A property owner may make a full or partial prepayment of the assessment by October 31, 2026. If a partial prepayment is made, the remaining unpaid balance shall be spread over the period of time established by the Council for installment payment of the assessment. If a property owner pays their assessment in full by October 31, 2026, no interest will be charged. If the assessment is not paid by October 31, 2026, the 2026 payment will be certified to the County for collection. Prepayments should be made to the City Treasurer at City Hall.
You may appeal any assessment to the District Court pursuant to Minnesota Statutes Section 429.081 by serving notice of the appeal upon the Mayor or the City Clerk within 30 days after the adoption of the assessment roll and filing such notice with the Clerk of District Court within ten (10) days after service upon the Mayor or City Clerk. No such appeal as to the amount of an assessment as to a specific parcel of land may be made unless the owner has either filed a signed written objection to that assessment with the City Clerk prior to the hearing or has presented the written objection to the presiding officer at the hearing.
Under Minn. Stat. §§ 435.193 to 435.195, the Council may, in its discretion, defer the payment of this special assessment for any homestead property owned by a person 65 years of age or older for whom it would be a hardship to make the payments. When deferment of the special assessment has been granted and is terminated for any reason provided in that law, all amounts accumulated plus applicable interest become due. Any assessed property owner meeting the requirements of this law may, within 30 days of the confirmation of the assessment, apply to the City Clerk for the prescribed form for such deferral of payment of this special assessment on his property.

Notice is hereby given that the City Council of the City of Plymouth, Minnesota will meet at the City Council Chambers, Plymouth City Center, 3400 Plymouth Boulevard, at 7:00 p.m., Tuesday, March 24, 2026 to consider the improvement of the project area including the streets south of and including 9th Avenue, west of Vicksburg Lane, north of and including 8th Avenue and Weston Lane, and east of the Private Road, Birch Briar Trail and Highway 55 Frontage Road, from 15th Avenue to Cottonwood Lane. The proposed improvement includes the reconstruction of streets, installation of concrete curb and gutter, water main, and storm sewer, sanitary sewer repairs, water quality improvements, pedestrian improvements, and all necessary appurtenances, and all necessary items pursuant to Minnesota Statutes, §§ 429.011 to 429.111. The purpose of the combined improvement and assessment hearing is to allow affected property owners to review and comment on the nature and merits of undertaking the improvement project, and the assessments proposed to be levied against their property. COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
2026 ANNUAL ACTION PLAN
On Thursday, March 26, 2026 at 7:00 p.m. at Plymouth City Hall, 3400 Plymouth Blvd, Plymouth MN, 55447, the Plymouth Housing and Redevelopment Authority (HRA) will hold a public hearing on the City’s proposed use of the 2026 Community Development Block Grant (CDBG) funding the City anticipates receiving from the U.S. Department of Housing and Urban Development for the Program Year beginning July 1, 2026 and ending June 30, 2027. Funded activities will be available citywide.
The City of Plymouth is soliciting public comments on the 2026 draft Annual Action Plan. The HRA Commissioners will consider comments made prior to and during the public hearing when formulating their recommendations for the Plymouth City Council meeting on Monday, April 13, 2026. Written and verbal comments will be accepted during the public comment period beginning February 24, 2026 and ending on March 26, 2026 at 4:30pm. Comments should be addressed to Grace Scoonover, Plymouth HRA, 3400 Plymouth Blvd., Plymouth, MN 55447 or gscoonover@plymouthmn.gov. A copy of the comment letter will be included in documents submitted to HUD.
Copies of the 2026 draft Annual Action Plan will be available at the front desk of City Hall, the Plymouth library, the Plymouth Community Center and on the city website for the duration of the public comment period. 15725 48TH AVENUE N DRAINAGE PROJECT

To Whom It May Concern
Notice is hereby given that the City Council of the City of Plymouth, Minnesota will meet at the City Council Chambers, Plymouth City Center, 3400 Plymouth Boulevard, at 7:00 p.m., Tuesday March 24, 2026, to consider the drainage improvement of 15725 48th Avenue N. The completed improvement is pursuant to Minnesota Statutes, §§ 429.011 to 429.111 and a court order granting summary judgement Court File No.: 27-CV-21-8038 in the County of Hennepin in the State of Minnesota. Adoption by the Council of the proposed assessment may be taken at the hearing.
The parcel to be assessed for such improvement is: 09-118-22-32-0038
The final cost of such improvement is $24,695.71 inclusive of design and construction costs. Such persons as desired to be heard with reference to the above proposed improvement will be heard at this meeting.

Property owners have options to pay for the assessment. If a property owner pays their assessment in full by October 31, 2026, no interest will be charged. A property owner may make a partial prepayment of the assessment by October 31, 2026. If a partial prepayment is made, the remaining unpaid balance shall be spread over the period of time established by the Council for installment payment of the assessment. The first installment will appear on the 2027 property tax statement and shall include interest at the rate of 3.00% per year for a 10-year assessment period, until December 31, 2026. If no payment is made by October 31, 2026, the full assessment amount will be certified to the County for collection through property taxes. Prepayments should be made to the City Treasurer at City Hall.
