Like other area cities, the City of Plymouth is warning residents of ongoing scams targeting permit and zoning applicants. While these scams are not unique to Plymouth, the city has seen an increase in scam activity and residents should be aware and remain vigilant.
Scam Details
Individuals and businesses with active applications for land-use and zoning applications are being targeted by criminals impersonating city planning officials and fraudulently requesting fees to complete the permitting process. Victims receive unsolicited emails citing the permit information, zoning application numbers, and/or property addresses, which historically were publicly available in Planning Commission agenda packets. The city is now working to redact as much identifying information as possible to protect residents from this scam.
Key components found in this sophisticated scam
- Emails from usernames ending in @usa.com
- An email with fake invoices or payments due associated with land use or zoning applications
- Instructions to pay fees right away or face delays or cancellations in the process
- Formatting and imagery that are closely consistent with city branding
- Specific city employee names included in the email
- Correspondence usually timed to coincide with ongoing, legitimate milestones in the application process, like a hearing or committee approval
Reminders and Tips to Avoid Scams
- The city will never ask for payment via PayPal or other wire transfer, gift card or other electronic methods.
- City of Plymouth payment requests are in the forms of check delivered to the Planning Office at City Hall or online through BS&A (a secure, integrated payment solution for local governments).
- If a request seems suspicious, do not respond, or download attachments or click any links.
