Effective July 1, 2024, the Minnesota Department of Revenue will oversee Plymouth’s 3% local lodging tax.

All hotels, lodging facilities, accommodations intermediaries, and accommodations providers with sales in Plymouth must register for Plymouth lodging tax, including:

Any individual, corporation, partnership, association, estate, receiver, trustee, assignee, syndicate or any other combination of individuals who furnishes for consideration lodging at a hotel, short-term rental, motel, rooming house, or resort other than the renting or leasing thereof for a continuous period of 30 days or more.

What In-Room Items Are Taxable?

In response to the question about what is taxable as a part of in-room services/amenities, according to the Department of Revenue, some examples of lodging-related services provided within a guest room that are taxable include (but are not limited to):

• Cots, cribs, refrigerators, roll-away beds, and exercise equipment
• Food or liquor from mini-bars and refrigerators
• In-room safes
• Laundry and dry-cleaning services
• Pay-per-view movies and video games
• Room service or room delivery, including mandatory tips and gratuities
• Telephone access charges in guest rooms

City of Plymouth Lodging Tax Ordinance

Plymouth's lodging tax went into effect May 1, 2020. It authorizes the city to collect a tax of 3% on the gross receipts from the furnishing for consideration of lodging. The tax is mandated by City of Plymouth City Code Sec. 1185.01. View the Lodging Tax Ordinance 24-13.

How Lodging Tax Revenue will be Used

Revenue collected from Plymouth's lodging tax will be used to promote local businesses to people attending events in Plymouth and the wider metropolitan area. Eventually, funding permitting, the city will establish a convention and visitors bureau, which will include representatives from the hospitality industry, retailers and city.

Background Information

In 2019, the State Legislature granted the City of Plymouth the authority to implement a 3% lodging tax to help bolster recreational tourism in Plymouth. Revenue would be used to:

• Promote Plymouth’s commercial and hospitality businesses
• Invest in city-owned recreational facilities and amenities that attract visitors to Plymouth
• Capture a wider share of stays, dining and shopping from those attending large-scale events in the greater metro
• Advertise the array of local restaurants, stores and hotels available to those attending Plymouth-based events

Lodging Tax in Other Cities

Currently, 110 Minnesota cities collect varying lodging tax rates. Several of Plymouth’s larger peer cities have all received similar authorization to collect a lodging tax, including:

• Bloomington: 7%
• Rochester: 7 %
• St. Paul: 6%
• Duluth: 5.5%
• Minneapolis: 5.125%
• St. Cloud: 5%
• Plymouth: 3%

Additionally, several other nearby cities have a 3% lodging tax, including Brooklyn Park, Edina, Golden Valley and St. Louis Park.
