To help maintain the integrity of Plymouth’s rental housing, the city requires a rental dwelling license application (PDF) which is renewed annually. The city inspects apartment buildings annually, and all other residential housing every two years. The city verifies that the property is registered for occupancy and meets the standards set forth in Section 405 - Property Maintenance, Section 410 - Rental Licensing, and Section 960 - Public Peace and Safety of the city code for rental units.

The city adopts the 2000 Edition of the International Property Maintenance Code with amendments. City officials have received copyright authorization, and individuals may purchase the code for $15.00 plus tax at the community development department at city hall.
